Puerto Rico Ill Prepared for Major Hurricane?

SAN JUAN, Puerto Rico -- The threat of a major storm is enough to worry millions of Puerto Ricans as they prepare for a busy hurricane season.

But there are other dangers lurking beneath their streets and along their coastline that could imperil them even more, say weather forecasters and emergency managers.

Poor urban planning, overdevelopment and increased construction along the coast, coupled with an antiquated sewer system, have rendered the island more vulnerable than ever to the wrath of a hurricane.
