Yes, California's Latino will be the state's largest ethnic group by the year 2020. According to the California Budget Project's report "Planning for California’s Future", Latinos will comprise 43% of the population, whereas nonLatino Whites will shrink to 34%. In just three years, by 2010, the report projects that Latinos and nonLatinos Whites will each have 39% of the population.
Additionally, the report projects that by 2014 fully half of all public school children will be Latino.
These trends will certainly aid L.A. Mayor Antonio Villaraigosa's future run for the California Governorship; and it should aid in the Latino quest for adequate representation in the U.S. Congress. Do I see U.S. Congresswoman in Bonnie Garcia's future?
